Cap-Net and partners have been following the emergence of River Basin Organisations (RBOs) as part of water sector reform and recognition that management of water at the river basin level is desirable. After several case studies training materials are being developed for RBOs and this is a pilot training programme with the draft training materials. One key element of the training is the use of a set of indicators of RBO performance. It is anticipated that the indicators will help to measure RBO performance but especially the state of water resources management in a basin.
