Cap-Net and partners have been following the emergence of River Basin Organisations (RBOs) as part of water sector reform and recognition that management of water at the river basin level is desirable. After several case studies training materials are being developed for RBOs and this is a pilot training programme with the draft training materials. One key element of the training is the use of a set of indicators of RBO performance. It is anticipated that the indicators will help to measure RBO performance but especially the state of water resources management in a basin.

NGOs in Malaysia have a specific role IWRM. This role includes mobilizing society, creating awareness and being the link between individuals in society and the government. NGO personnel can also be used as teachers in public awareness programmes for the community and schools. Another related area where NGOs can play an important role is that of capacity building (CB). To have good input into the IWRM process, the NGOs need knowledge on other aspects of IWRM, such as policy, disaster management, water pricing etc.
