Capacity Building network for South Asia.

Objectives:

CapNet-South Asia’ is the regional network of capacity building institutions in South Asia for institutionalising Integrated Water Resources Management (IWRM) from a participatory, interdisciplinary and gender sensitive perspective for improved economic growth, enhanced social equity and increased environmental sustainability. Its secretariat is based at Hyderabad, India and is coordinated by Saciwaters. The larger objective is to create, consolidate and institutionalise the facilities for conceptualising, planning and operationalising Capacity Building for IWRM. Hence has a great potential for playing a key role in transforming water sector reforms into sustainable water resources management. The driving strategic principles for the Network are: strengthening local ownership, overcoming capacity constraints by partnership/networking and responding demands. Creating and promoting enabling environment for capacity building in IWRM in the region, research in interdisciplarinity in water education and on gender and poverty aspects in water resources are the major areas of focus for the network. The governance structure has mainly three types of major structures closely interlinked- one at the regional level represented by Saciwaters, second level is the Coordinators Group having the representation of each country through Country Coordinators, South Asian Networks Managers and South Asia Network Officers, the third level is at the Country level having General members, Core Group members selected from among the general Members following a set criteria and the Country Coordinators nominated by the Core Group members.

Objectives:

  • To facilitate the process of establishing CapNets at country level in South Asian countries with a vision to extend the outreach of networking activities. Such an establishment of country CapNets would help in initialising local capacity building activities and later emerge as a platform for mediating capacity building for IWRM in the region.
  • To identify and establish linkages between relevant capacity building institutions in the region to jointly work on training, education and research to promote CB for IWRM
  • To evolve advocacy strategy for the promotion of CB for IWRM
  • Regular dissemination of information about news, events, experiences and opportunities for capacity building activities for the promotion of IWRM in the region.

Outputs:

The eight country CapNets in the South Asia region are established and strengthened

  • A meeting of regional coordinators of country Cap-nets is organised to enhance networking activities
  • Action plans for country Cap-Nets are prepared
  • The constitution for the governance of country Cap-Nets is prepared
  • A regional TOT for IWRM along with the lines of the global TOT programme is conducted.
  • A regional TOT programme on gender mainstreaming is conducted.
