Regional Training Course on Integrated Water Resources Management and Climate Change

The training course is a joint effort of two existing initiatives on climate change adaptation in the water sector based on the principles of IWRM.
The initiative for the course is as a follow up of a Training of Trainers course held in Cairo by Cap-Net for capacity builders in African partner networks and will benefit from the knowledge acquired by the 5 trainers from the Nile IWRM-Net capacity building network.
The CC DARE programme was launched March 2008 as a joint UNEP/UNDP Programme for Sub-Saharan Africa funded by the Danish Ministry of Foreign Affairs. The programme provides demand driven financial and technical support to sub-Saharan Africa to assist countries to remove barriers for the integration of measures of adaptation to climate change into development planning and decision-making frameworks. As part of CC DARE programme the UNEP-DHI Centre for Water and Environment will collaborate with Nile-IWRM net to hold regional training courses on integrated water resources management and climate change.

Objective:
The training workshop aims to build capacity at regional and national levels to ensure that stakeholders in the water resources sector have increased knowledge of how best to address local and regional challenges of climate change in water resources planning and management. This includes identifying the opportunities for vulnerable communities to adapt to climate change by applying IWRM as a tool for adaptation.

Envisaged Activities:

  • Provide training on the interaction between climate change and water and how such interaction manifests itself in the various sectors (health, infrastructure, energy, sanitation etc.).
  • Explore the climate change impacts on river basins (river discharge, water quality, sediment transport and floods) and the coastal areas (water levels, tides, salinity, intrusion, storm surges, material transport along coastlines) in the context of climate change.
  • Provide training on planning processes/tools on Integrated Water Resources Management (IWRM), Integrated Coastal Zone Management (ICZM) and Integrated Costal Area and River Basin Management (ICARM) and responses to climate change.
  • Introduce and provide training in risk management and dealing with uncertainties.
  • Introduce and explore how negative effects of climate change can be taken into consideration in the planning of water development and management infrastructure (dams, roads, buildings, bridges etc.).
  • Share lessons on existing coping mechanism and climate change adaptation strategies within the region and from similar communities outside the Nile region.

Outcome:
The anticipated outcome of the training course is:
Improved technical and institutional capacities for identifying, prioritizing and implementing cost effective adaptive measures in the water sector and related sectors.

Outputs:
Regional training course organized, training material developed and 30-40 managers from national water authorities and other water professionals and practitioners trained as Trainers and Facilitators.
Participants gain knowledge on how to incorporate climate change considerations in sectoral planning efforts.

Participants:
The training course is expected to involve a total of 30-35 middle level managers from national water authorities in Eastern Africa and other related professionals and practitioners in relevant capacity building positions including representatives from Nile Basin Initiative and other regional bodies.
The participants will be drawn from within the Nile-IWRM Net member countries (Burundi, D.R. Congo, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda). 12 will be sponsored by CAP-Net while 23 will be sponsored by CC DARE/UNEP-DHI Centre.  Three people are expected from each network country and these will be managers, professionals or trainers in their own countries. Two of these will be managers or professionals from key relevant institutions. One of the participants will be a trainer who is able to conduct at least one training for local participants when he/she returns to his/her country, in collaboration with the other two participants. Other participants will be those working on activities related to the Nile Basin Initiative and other regional bodies and  will be nominated in collaboration with these organizations.

Training content:
The content of the training course shall be drawn from and adapted based on:

  • The Cairo TOT (Oct. 2008) manual on Climate Change and Water Resources that focused on applying IWRM as a tool for adaptation. The training manual will be customized so as to assist the participants from the Nile Region Countries to scale-up the training and knowledge sharing in climate change for their respective countries.
  • UNEP-DHI Centre’s expertise on IWRM, ICARM, ICAM and adaptation to climate change.

Facilitators
The course will be facilitated by 5 IWRM network members trained in Cairo, Nile IWRM- Net National Coordinator for Uganda, 1 or 2 consultants from UNEP/DHI Center for Water and Environment and other professionals with knowledge and experience in IWRM and climate change in Uganda and in the region.

Location, duration and timing
The regional training workshop venue will be Kampala, Uganda. The duration of the course shall be five (5) working days, including a half-day field trip to see the impacts of climate change on Lake Victoria.
The training is proposed to take place from 25 to 29 May 2009.

Course organization 
The course will be organized jointly by the Nile-IWRM-Net, CAPNET and UNEP-DHI Centre for Water and Environment. The course will be coordinated by Nile-IWRM-Net Uganda chapter  through the Ministry of Water and Environment under the leadership of Dr Callist Tindimugaya.

The local organizers will be supported by:
the NILE-IWRM-Net Regional Coordinator, Dr. Muna Mirghani and
UNEP-DHI Centre for Water and Environment, Programme Advisor Kim Raben in the organization of the training and selection of regional participants
