Regional Training Program in Water Integrity, Transparency and Accountability.

Improved integrity, transparency, accountability and anti-corruption in water lead to better decision-making and more effective and fairer management, allocation and distribution of water resources and services. It provides better incentives for increasing water investments and people’s livelihood opportunities. In short, research indicates that improved governance mechanisms, such as integrity, transparency, accountability and anti-corruption have very positive impacts on economic growth, poverty reduction and environmental sustainable development.

The goal of the course is to discuss the concepts of integrity, transparency and accountability in the water sector and their related subjects and to provide an overview of how their implementation/application can enhance water governance and prevent corruption.

The learning objectives for the modules are as follows :
1. Explore how integrity, transparency, and accountability can help water policy reforms, and implementation and promotion of tools for good practices in water resources management that can prevent corruption.
2. Identify and understands the demand, supply, incentives, and disincentives in the water sector that have a bearing on promotion trasparency and accountability.
3. Understand the impacts and drivers of corruption on water governance
4. To improve water institution for public and private governance and economic transaction, these constitutes are important asset to achieve proverty reduction and improvement of management in water sector.

Profile of the Participants
1. Background in water resources issues, particularly Water Regulatory & Governance;
2. Some knowledge of water integrity and accountability in their country;
3. Experiences in development, planning and implementation of short courses for academics and professionals;
4. Some experiences in monitoring & evaluation in water sector are appreciated;
5. Knowledge of the water sector in their country is highly recommended;
6. Commitment to continue or follow-up the proposal to develop a similar workshop in their country in the year 2010 and/or 2011.

Participants are invited from the following SEA countries: Thailand, Vietnam, Malaysia, the Philippines, and Indonesia.

Training Approach
The program consists of three main elements:
1. Presentation on basic concepts of Water Integrity, Transparency and Accountability;
2. Individual exercises and group assignments to apply the knowledge acquired through the presentations and lectures.

Representatives of each participating countries will be assigned to develop a proposal for cascading down a similar workshop in their countries in 2010 and 2011.
