Most if not all of the Nile Basin countries rank high among those exposed to natural phenomena including flood, drought and aridity. In particular floods have resulted to significant loss of lives and destruction of property and/or disruption to livelihood. What more these problems impact heavily on the less privileged groups in society, with their limited means of coping with climatic disaster further amplifying poverty and suffering.
Although at the policy level commitment is emerging on the need to tackle flood menace, the institutional capacity and responsibilities persist as a problem in a number of countries. Basin-wide cooperation is necessary to fully coordinate action plans against flood disasters. At country level the situation is even more desperate for the Nile countries.
There is a need to overcome the implementation challenge at different levels by providing training on techniques, on the ground approaches and practical procedures critical for Integrated Flood Management (IFM) processes, but also highlight the successful IWRM/IFM experiences/ projects to encourage further application of the approaches.

The Nile IWRM net is a regional network that operates through decentralised activities of its member centres interested in the development and implementation of capacity building activities in the countries of the Nile Basin, namely: Burundi, D.R. Congo, Egypt, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda. The network aims to build regional cooperation and compliment the efforts of existing ongoing capacity building initiatives in the region so as to prioritize and enhance capacities in the IWRM.

The University of Nairobi hosts the Flood Management Cluster of the Nile Basin Capacity Building Network for River Engineering (NBCBN-RE), which has over the last four years launched programmes in research and local action flood management projects in the Nile Basin countries. The Node will provide facilitators for two modules on Introduction to Integrated Flood Management and technical aspects for flood management and sponsor four local participants.
