Consider the situation in your own country (or the developing country in which you have projects). You can probably readily identify the agencies responsible for providing people with drinking water and dealing with wastewater. Similarly, it is likely to be apparent which organisations are responsible for estimating and meeting demand for irrigation water.

But, who computes and delivers the river water needed to preserve ecosystems?
And, if you can identify them, what powers and resources do they have in comparison with other sectors?
If water is short, who makes the environmental case?
